for twitter: https://twitter.com/who_to_follow/suggestions
it uses the information from who you follow, to find people who follow similar people (therefore have similar interests)

and for tumblr, at the bottom under your follow counts and posts amount, there sometimes shows up a box and there's users that follow similar people as you Smile
