Is OfferX a con?

I am asking this because it always seems to be certain people that keep winning. Whenever a name appears on the winners page it is usually someone who has already won that month, and several times before. I think this is really unfair on players who have been coming on their site for a couple of years and won nothing. I know that comping is all about luck, and I accept that. But I think OfferX has an unfair system.
