When's the right time to tell her, I like her?

So I've had a crush on this girl for about 3 months.
The first time I spoke to her, I walked up to her and introduced myself, a couple days later she added me as a friend on Facebook (I've never had a gf and I don't have many friends which are girls) so at this point I'm stoked.
Anyway, I'm a shy guy, I'm not when I'm around friends or random people, but if it's a girl I like, I get nervous.
So anyway, we talk on fb now and then, but I've only talked to her once (besides from the first time) cos when I've seen her I've always shied away from it.
She comes to class during lunch when I'm doing my work, she's friends with a girl In class, and she keeps glancing over, then when I look up she turns around the other way.
Anyway she asked me why I wouldn't talk to her and I said it's because I like you (on fb) but I'm not sure if she understood because she said 'awwh '

Anyway, how and when should I say that I like her, and should I ask, does she like me, cos she is kinda shy as well

First things first. Does she like you, probobly. If you to shy well... I've had the same exact problem many times. Take it slow no need to rush. Find time were u are alone with eachother. Tell her your feelings.
