My PS3 shows good internet connection buy when I play modern warfare 2 my connection is always in the red and i am having exactly the problems. I have tried connecting to about 10 friends and we all get the same error message.
I have seen 1 clan on there about 5 players so it is working somewhere.

This is exactly why i dont play mw2 anymore. First off let me tell you what your problem is, MW2!!!!! It does not directly connect to a host or server at Activision, you connect to another players internet so to speak. In simple terms your connection is only as good as the weakest player (player meaning internet connection) When i played mag which has 256 player support i never lagged once, mainly because Zipper has really good servers and when i went to cod i lag like crazy with only 12. I can assure you it is not your ps3 or internet but the game you are playing.

Conclusion-if the host has bad connection, everybody does. Depending on your country or isp it varies but good luck.
