How to use my 3G internet at reduced speed?

I have a universal 3G datacard (huawei E303C) and I am using 3G internet service using it. But what I see is that my limited 3G data balance smokes out within a week's time because of background processes running on my Windows 8 system. Apart from that since the speed being offered by my service provider is upto 7.2Mbps so even if I simply browse I loose lots of my data balance and as a result I loose all my balance within a week and I have to recharge my prepaid data card again. This is costing me a lot and I need a solution for this problem. I am hesitating to stop all metro apps and few background processes one by one as sometimes they turn out to be very useful for me.

Is there any program or method using which I can restrict internet uses only by the running browser? Is there any way through which I can restrict the upper limit of the speed on my laptop? As of today I get download speed upto 5Mbps. I want to set to a maximum of only 2.5Mbps in any case.

nothing happens because of background processes
You have to check out if there any updates going on,because windows 8 is coducting many updates
Turn them off from control panel.
The data used in apps like weather,news,finance is 50 MB every day,so better try stop them.

Being a big fanboy of Microsoft, you should realize that some bandwidth has to be donated to lord Gates for running his private botnet.

Unfortunately, other crackers are smarter and sometimes wipe out this Gates virus which comes preinstalled with Windows 8 ('Beautiful fast and fluid'); to ensure that only Gates virus is installed and you continue to donate to the Gates family (which appears to be one of your objectives of life, that's why you chose a Windows laptop in the 1st place instead of an Android tablet or Apple mac) --

Cant reinstall Windows 8? Call Microsoft and buy a new license of Windows (or donate to the Gates family). BUT NEVER... never search for alternatives. That's forbidden by rules of Microsoft.
