If I purchase on ebay from a seller outside the USA, does Paypal charge me a fee?
Normally, Paypal does not charge a fee to the buyer. But I am not sure if there is no Paypal fee when purchasing on ebay from a seller in China.

Any difference in the monetary exchange rate is charged to the seller.
