How to follow private Instagram user?

I can't find a way to follow a private user. I see this question keeps getting asked and the answers being that he/she has been blocked. But I can't follow any user who has set it on Private, even the ones who obviously haven't come across my account in any way to have the opportunity to block me.

When you click to follow them they get a notification and they can choose whether or not they want you to follow them.

well maybe u need to upgrade ur instagram or maybe there is a problem in ur phone did ur phone hid the floor or somewhere hard sometime...???
