How do Tumblr/Instagram girls make their photos soft and dull?
How do they make there photos like the one Ariana has? Is it an app? If so whats the filter and how do you edit it?

That is just a terrible, over exposed photo lacking in contrast.

If you wanted to destroy a good photo to look like that one, you need to open it in an image editing program, then raise the exposure and lower the contrast.
