I've had twitter for a year, but I've only gotten 20 followers. Is there an app that can help you gain more followers?

To gain more followers tweet more especially include hashtags as thats how people find others on Twitter so if you talk about a particular game like say Call of Duty add #COD etc. Retweet other people they may retweet or follow you back.
