What software program would enable me to create sales flyers?

Probably a general page layout program, although you can also do quite a bit with general word processors.

There are many online tools and software too that have templates to accomplish what you intend to create.

If you have Microsoft Office, both PowerPoint and Word will work. MS Word is better for the proposals of course.

If you don't have MS Office, you can download either OpenOffice or LibreOffice. They are both open source software and free to download and use. Also, both are very similar to MS Office products.
