Is the facebook friends list on the left side of your screen chosen by random?

I'm wondering if the friends list on the left side of your facebook home screen is chosen by random or is it the people you talk to the most or last had contact with. I noticed if i refresh the page some ppl refresh but some people stay, is that just facebook?
so its got nothing to do with who your talking with, just 100% random?

“Friends who you publicly interact with the most appear first on your profile. Examples of public interactions include Wall posts, comments and mutually attended events — Facebook will never show friends based on whose profiles you choose to view or who you interact with over messages and chat.”
