can you bypass a router? if so, how ?
I want to block a website. I want to make sure users are not able to bypass it.

If they go through your internet access, they are subject to your controls.
However, this depends on your router's capabilities. Quickest way is to go to OpenDNS and set your router to use OpenDNS instead of your ISP, then turn on OpenDNS filters (may require subscription, which is cheap) If your router has filters then you can always set it in there. Ads |

They will be able to bypass your router if they connect through a proxy server outside of your control.

Research DD-WRT and use open DNS as a script. Goodle it lots of youtube tutotials and DD-WRT open your router to many posibilities
