Facebook ad campaign - Target audience 1,000,000 but total impressions zero?

I created an ad campaign on Facebook with target audience size of 1 million, but I am getting zero impressions, zero clicks. Also, my previous ads have stalled and the number of impressions is not increasing. Initially it was working ok but after about 2 hours my ads are not being served anymore. I attempted to pause and restart the ads and campaign but this does not work. What happened and how can I get my ads to reach viewers again?
I'm talking about impressions, not clicks. Why isn't the ad being served in the first place? Surely at least one ad view will go through but zero impressions? Something must be wrong

you realize that no one with a cell phone is going to click on any ad... and that most people using a computer has already figured out how to use adblock, right? which means you are wasting your money by advertising on facebook
