Youtube videos have really bad frame rate?

Youtube videos have really bad frame rate?
This is honestly pretty confusing to me, because it is only youtube videos that do this. Any youtube video I watch fluctuates between 10-20 FPS.

and NO don't tell me it is my computer's fault because it isn't. i-3 intel proccessor 3.40 GHz and 8GB RAM.

Is this a known problem and is there a way to fix it?
because, i can play games on the computer at high settings and watch live streams and such perfectly fine
and no the video isnt shaky or stuttery or anything like that, it is just a really low fps
I found a soloution and like I said, NOTHING to do with my computer. I had to switch to HTML5...CYBER did have the best answer however even if it wasn't helpful

okay then, how do you expect anyone to help you if you don't want them to tell you it's your computers fault?

it's the NSA's fault, they must be hacking into your computer.

it is your computers fault, you probably have old graphics drivers or windows default drivers installed.

if the video is very shaky or stuttery then it's most likely down to the graphics drivers.

download the latest drivers for your graphics card/chip

if you do not know which graphics card you have, google 'speccy' and download it, in the graphics section you will find the make and model of card/chip you have, go to the manufacturers website (which will be either ATI, Nvidia or Intel) and click on support/downloads, you will find the drivers there, or an auto detect tool.

few things you can do
first try different Browser

if you are running firefox try updating flash player. If that will not work try "Google chrome", if you are using Google chrome make sure it is lattes ver. If it is, try Waterfox and download flash player.

after this if you still experiencing problem next will be as other state it graphics driver but unlikely due to you stated you have no problem playing games, but still possible try downloading lattest graphics driver.
