When I send a a public message on twitter...?
So if I tweet something like,
@soso ................
Would @soso be able to see the tweet if he wasn't following me?
Just wondering...

yes @soso would see your text and be like "oh this person is texting about me, is he/she from my school or work..... or is he/she a stalker?!?!?

They don't have to follow you to see @ mentions but they have to follow you to send a direct message (located where the settings button is). Most people would tweet @soso if they wanted the person to see but they would tweet @/soso if they didn't want the person to see.
