Why can't I load this website?

Why can't I load this website?
Everytime I go to hebbzone.co.uk I can't connect to it, when google tells me why it says, ERROR_CONNECTION_TIMED_OUT

I've flushed my dns and everything, what do I do?

P.S I can open the site on VPNS

Strange I just opened it up on IE and Google Chrome with no problem, maybe you tried it when the server was really busy, try again??
