Just turn off DHCP on router one so that router two handle the addressing and traffic

So you want a 2nd wireless access point that uses wireless to access your modem? I don't think that is possible on most retail routers & modems.

What you could do is make the 2nd router the access point and have a wired connect from it to your modem.

Disable WiFi on your modem and connect everything (WiFi or wired) to your 2nd router. Of course the WAN of the 2nd router should be connected to modem.

If possible see if your modem can be set to either pass through its public IP or be set into bridge mode. If bridge mode, your 2nd router WAN will need to handle the internet connection, typically automatic IP (DHCP client) for cable or usually PPPoE for DSL.

If you cannot pass through or do bridge mode, double NAT is usually not an issue. But if trying to run a server, you would need to forward whatever ports on the modem to WAN IP of 2nd router, and on 2nd router forward the ports to LAN IP of server(s).
