Why have the words on my computer turned green and adds pop up when i go over them?

hi there,
recently i downloaded a program (which has since been uninstalled) and now im having my computer randomly select a few words or pictures on every page and they turn green and underlined and when i move my mouse over them adds pop up!
all pop-ups on my computer are disabled and i am using windows 8
This only happens when im on the internet, never on word or anything like that, can someone please help me to stop this?

That is how some websites generate revenue instead of having display ads.

Meaning it didn't uninstall *all* of itself. Treat it as malware.
