No.

Tor works by tunnelling your traffic through a series of encrypted tunnels to conceal the IP address the request you came from.

Private browsing browser modes work by giving you a new browser session without any of the cookies (or local storage, etc) that sites might have set to identify you.

No, private browsing is simply a privacy-centric iOS default that prevents tracking but does not hide your IP address from online websites and any surveillance domains you might encounter while surfing.

TOR encryption security is more synonymous with having a secure VPN on your iPad (i.e., you get to choose your own IP address instead of using the one provided by your ISP or cellular data provider).

It's a kind of anonymous browsing app built on military-grade encryption standards. It also complements and enhances iOS internet security.

Now private browsing stops sites from viewing / saving some information like cookies but Tor hides your IP and everything
