buying seo backlinks?

I have been trying to build up my seo and do manual backlinks and what not, On ebay there are guys that will do 20 pr-9 back links for about 20 dollars, is this a good idea or should I just go for quality of quanity when it comes to my seo?

This sounds like a great idea! You have a better chance at success by doing this than by going for the quality of quantity.

Take care, the wrong kind of bought links can hurt your ranking, a few years ago the worst consequence was having some links ignored, search engines gave allowances for the possibility of competitors sabotaging your ranking by generating links from bad neighborhoods, now they send out Unnatural Link Pattern Warnings that require you to take action to avoid pages being deindexed.
Those small numbers of premium links sound relatively safe, compared to buying 1000 robot spam links for $10. Don't get too excited about that pr9, it would be a bargain that others have spent thousands a month just to rent such links, odds are your would get links from some backpages of a site who's home page has a pr9, you might get links on an unranked page which would have minimal benefit.
For a time some of the backlink deals on Fiverr, like private blog networks were a real bargain, many of the well known sources were recently deindexed.

Buying links might be very tricky. Before you do that, make sure you check where your links will be placed. It is better to focus on quality than quantity. Google becomes very sophisticated in identifying not natural link building and punishing such websites. Just be careful.
