Should I ship the item when Paypal receives the payment or when it receives the payment and is in my Paypal ac?
I had a phone I sold on eBay and got a payment but it didn't through yet completely in my acct. Is that OK that it is a pending balance? Also, my paypal account says I can't access money for 21 days. Would the amount I received still be a PENDING balance? NO, it would not, right? Thanks!

You are on the 21 day hold at PayPal. This is the pending balance. They do this with new sellers and part time sellers to insure you actually send the product and the customer is happy with their purchase. Your money will not be placed into your available balance until the hold is released. Ship the product.

If your item sold for $200 or more make sure to send it in a manner that requires a signature when delivered. Make sure to insure it for the full value it sold for as well. Never ship to a questionable country.
