Why does Chrome keep tabbing out?

So, I recently lost power in my house twice, for only about 2 seconds each time, and when I turned my computer back on, Chrome had reset (my preset tabs were gone, and my theme was default). But, the worst part is that for some random reason, Google chrome keeps acting like it's tabbing out. What I mean exactly is that the bar at the top where tabs are at will turn a brighter color, anything I was doing on chrome will stop being responsive (if I'm typing something, it'll stop typing, if I'm scrolling down a page, it'll stop scrolling), and to "reactivate" chrome, I have to click anywhere on the browser. This keeps happening every 3-20 seconds, and it's EXTREMELY annoying, and I have no idea what's happening or why (Yes, I've tried googling it, no results). Can anyone please help?
