Depends on if you're using a Mac or using a PC.

1. Uninstall Google Chrome

2. Go to C:\Users\Jesse\AppData\Local\Google replacing "Jesse" with your Windows username.

3. Delete the folder "Chrome."

4. Reinstall Google Chrome

5. If you have Chrome set to sync with your Google Account, and you wish to reset the sync data too, go to https://www.google.com/dashboard/ and scroll to Google Chrome. Tell it to delete all the sync data. Do this before resyncing with chrome after reinstall

I suggest to install Click&Clean extension (automatically clear your browsing data when Chrome closes):

Reset Chrome Local State (CountryID, install date, DNS cache, launch count etc.),
Reset Zoom Levels and stored domain names,
Delete: browsing/download history, Extension Cookies, flash LSO, Web indexed databases, Web application data, etc. (note: this version of C&C works on Chrome for Windows)
