I've had this problem for a month now, I'm in an apartment with 4 PCs, 2 are mine and 1 each of my room mates, I'm kind of far off with a 30m cable.

this first showed on my desktop, i couldn't gain any access to the internet, i switched the cable to my laptop and it was fine, the next day this problem was then on my laptop so now both have this problem, i thought it is because i use 30m but i let it go, I have that usb broadband thing..

anyway, i left it that way and internet was fine on my other 2 house mates' computers until, that is when i plugged in one of their cable to my laptop, the problem was still there, when i plugged it back to their's and it was fine..

so what if the problem was not that my cable was too long, but that the problem was with the PCs themselves. i even had a reformat but it didn't help.

If yoy reformatted for a stupid little problem like this you obviously have no clue about computers. I suggest you get someone who knows what they are doing to fix this. You must have a serious error in the way you have configured the connection or your machine is blocked at the router.
