Does he like me? What should I do?

1. He flirts with me, but is a flirty, friendly person by nature.
2. He openly flirts with other girls, but the one time I mentioned a pretty girl in a picture, his response was a passive "on the inside"
3. His friend have been suspiciously nice to me recently.
4. He is super confident in a large group, but gets noticeably nervous when it's just him and me.
5. He never makes and effort to text me, but does reply to my occasional Facebook message.
6. He looks at me when he makes a joke to see if I laugh.
7. He has given me a one armed, sideways hug on a few occasions. He initiated all of them but one.
8. He's never asked me out or hinted that we should go on a date.
9. He kissed me once as part of a deal, but it was on the lips, and that was never specified in the deal.
10. He obviously talks about me to people, because there is one guy in particular that has been asking my sister if I like my crush and seems to know everything that has happened between my crush and me....and I don't even know the dude.
11. He does hang out with the girl that he asked to homecoming and she obviously likes him.
12. I asked a friend of his if my crush already had a date to the Girls Ask Guys dance, and apparently my crush is "talking to a girl" but doesn't know who she is. I asked him to this dance, and he wasn't able to go, but seemed genuine in saying he would have if he could have.
13. My friend suggested he ask me out, and he seemed genuinely pleased, and according to my friend, his friends agreed that he should ask me out.
14. He ignores me when he's around friends, but is friendly when it's just us two.

Does he like me? Any advice would be helpful!

I think he likes you...and if you like him, I do think you should show yourself available to him, like...flirting too and all that so if he is thinking about making the move, then he will!!

Sounds like he might be shy around you. You haveto ask yourself why. Sometimes the reason is because he doesn't want to say or do anything which will offend you or put you off him. Imagine being in his position, if you liked someone you would probably over think what to say to them when alone or how to behave around them when alone because you wouldn't want to say or do the wrong thing.

I would be a bit cautious though because he's going to homecoming with another girl. I can't read his mind, but take into account that he might be trying to be with more one girl at the same time, guys can do this, not all of them but be apprehensive because this might be the case.
