Without spending big bucks on paid advertising you probably need to spend lots of time or forums and social sites, mentioning the site in passing without looking spammy.

You face one of those chicken and egg problems, no one wants to be the only person on a chat site, people won't join until they see there are a plenty of existing members, some operators would crate fake accounts to prime the pump.

You wold probably do better if you make it more of a niche site that caters to a specific demographic, like troubled teens, so people would have the impression that they will be meeting with someone they can relate to.
