What is up with my apostrophes?

Whenever I read an answer on Yahoo answers the apostrophe never registers and is instead replaced by &#+27. That was a test, but these are real apostrophes ' ' '. Do you see it to? Maybe it's only in the comments. I don't know. Is this normal?

Yeah I see that all the time on here with the new YA format. It probably has something to do with some deep down buried javascript routine that automatically blows up on seeing those ''''''''''''''' things.
