Google Chrome Issues?

my main issue is video playback in google chrome since i messed it up. what has happened is i deleted browsing history and saw a few new options so i clicked them all. there was this on deauthorize licences so i cleared and since ive been having this problem check the image out at this website: https://productforums.google.com/forum/?...74jhOR-Dwk
so yeah i keep getting that blank paper icon on every website but when you bring flash player into it such as youtube videos it starts moving and getting pixelated and even laggs in 360p ever since i cleared the licences and hosted apps options.
ive tried re-installing it and everything and system restore to another date nothing works.
please can you help me out right now im using ie9 and i just want my google chrome back
