1answer-i am unfamiliar with steam but, i can say, if you are using windows vista, that is the problem. it would help me to help you better if i knew what operating system you are currently using. anyway, if you are on vista i just will assume and answer to that because vista seems to have all the problems in the world. you must disable your user account control. nevermind all that about the warnings about disabling user account control unless you are not on your own computer or on one with many users whom you do not trust or who can screw your computer up without trying. otherwise, its completely safe. instuctions on how to do this is on this site:
http://www.petri.co.il/disable_uac_in_windows_vista.htm
2answer-it could also be something as simple as a firewall. go to your firewall settings and make sure steam is on the allowed programs list and none of its components are being blocked.
3answer-make sure that your internet connection is at least the minimum required for the steam application. some programs wont run on certain type of internet connections. some require high speed connections or just dont work
that is all i can think of right now but if i come up or read up on something else i will give more info
hope this helps.
also-some applications have operating configuration files. do not run the application just open its file location and see if the main folder contains a configuration file.
