If you're asking about submitting your site to Yahoo!, this is no longer possible. You'll have to submit it to Bing, as they are connected right now.
Go to http://search.yahoo.com/info/submit.html and click on “Submit Your Site for Free” - you will be redirected to Bing. If you have already submitted it to Bing, then you don't have to do it again.
