Phone Icon versus Offline on Facebook chat?

I notice that some of my friends have a phone icon next to their name in facebook chat with a time stamp. At first I assumed this meant the amount of time since they last logged onto or checked facebook on their phone, but after a couple of hours the phone would disapear all together and show offline. So my question is what is the difference between a phone+timestamp icon and showing offline? Does it mean the user went from not on facebook (since said time) but phone is active to the phone is off all together?

Showing Offline Is When They Have Chat Turned on When the Phone Sign Is on And the Numbers Are Next to It Thats When they Were Last Active on There Phone
