i was reading on the sony website that the netgear home theater internet connection kit can turn any outlet into high speed internet, do you need internet already like quest to use it?

yes. electrical outlets have no internet connections. your netgear home theater internet kit is probably just a wireless signal booster or something of that sort. you still need to buy an internet subscription.
