Skype phone: Calling from foreign country to USA...using USA numbers?

I am tired of using magic jack so i thought I'd give Skype a try. I have family in El Salvador with internet connection. If I register a Skype phone here in the USA with a USA phone number, and send it to El Salvador; will my family be able to call me here in the USA with no additional costs?

I'm trying to avoid "per minute" charges and enjoyed magic jack's one time payment but their customer service was not great.
