I want to buy a domain name for my website BUT?
I heard there are some crooked people who know how to work there way through things if I buy it from them , they can still claim that domain name. True? or when i purchase it its mine and NOBODY CAN HAVE IT ??

When You purchase it Its is your. It is not possible that two same domain name.
