the website ends with co.il instead of dot com, but it does have a long and unusual name, if someone in usa or australia writes those words "feral cats pictures in israel", in the search engine, will they be able to see the website?
because it doesnt end with dot com

Yes - they will see it. For some countries like UK there is no .com, there is .co.uk
All search engines crawl all domains since they can be viewed from web.

There is no need domains to end with .com just to be crawled.
