(Yes, I know that it means Without Cola in Spanish.)

This is a common tricke Spanish people play on kids. We make them look up by saying "Mira un pajarito sin cola" ("look for a bird without a tail") and when they look up, we tickle their throats and say: "mamola, mamola, mamola" (I actually don't know if "mamola" exists as a word or it is just used as a rhyme.

Some people use Spanglish, so it's possible that "without cola" is exactly what is meant. However the main translation is without (sin) tail (cola). Cola has other meanings, such as standing in line, so this could mean "without standing in line." See the link below.

There appears to be a few different uses for sin cola. Sin cola means without tail but can also be used to mean without traffic jams or without waiting in line. One of the biggest tweeters of "sin cola" is https://twitter.com/ReportePNM. They too use sin cola to say that there is no traffic jam at a certain place. When there is a traffic jam they use a frownie face.
Then there are many people using sin cola as a saying for example, "a dog without a tail" or "a rat without a tail". For one tweeter, "Mas aburrida que un burro sin cola." Then there is also the use of sin cola for waiting in line and a new software that helps people stop wasting their time in line.
