this guy on my friends list said this from another user

if its not all over the internet or on skype's website then its fake

First off it is a SCAM.

No service will ever require its patrons to email others, PERIOD. All communication on something of that magnitude would have be sent to you from a SKYPE Admin with an obvious SKYPE email address, not some letter a friend of a friend received.

You have been dupped.
