Do you think he is interested in me?

Here are the reasons why I think he likes me:
He finds ways to subtly touch me
I catch him staring
In the middle of a party full of people, he said out loud how I am a cute girl
When I was talking to a friend about a dance performance I was going to be in, he asked when, and said he'd come.
I recently cut my hair, and he took notice and said he liked it.
Once when I was somewhat avoiding him (I do that to people I like, unfortunately) he went out of his was to say hi to me, and kinda playfully commented on how I avoided him.

Here is why I am unsure of his feelings:
Unless we are together in person, I don't really hear from him.
We are friends on Facebook but that's it. I don't have his number, her doesn't have mine.
We have really only hung out 3-4 times.

Do you think he is interested or just a nice guy? I like the guy, but I am afraid to make a move on him if he isn't somewhat interested.

I think you should do something subtle, like ask for his number, and see how he reacts.
If he gives you his number, then you'll know for sure.
And if he doesn't, no big deal. You'll know that he isn't interested.

From my personal experience:
I stare a lot at a girl I like. I don't actually stare, I'm trying to lock eyes.
How much hair did you cut? The smaller the differences he notices, bigger the chance he actually likes you. The girl I like dyed her hair in a slightly different color and I noticed, and had her bangs cut. I always try to find out as much as possible about the girl I like. Great deal of it is paying attention on what she wears, her hair style, even the color of her nails. I would never notice such small changes in other girls.
Touching and actually saying in public how he thinks you are cute is a whole new level for me (considering courage needed). My two interpretations: he's such a good friend of yours he thinks of you as a sister and allows himself to do that (but like you said, you didn't hung out a lot) OR he really likes you and is doing anything to get your attention and somehow indirectly tell you he likes you.
