At first make sure that you did not set your privacy as "Only Me" .

Most Likely you have the Video Set on Private all you Got to Do is Change the Privacy Settings of the Video And your Friend will be able to view the Video

That share link of the video might have a problem with downloading it from facebook or anywhere it is. It could also be the browser of your friend not able for such download or the service provider.
