Why can't I choose "Public" for Facebook?

Why can't I choose "Public" for Facebook?
I cannot choose "Public" and it's not even in my list. It's "Friends of Friends" instead!
I tried going in my other Facebook accounts and it appears to me that it DOES have a "Public" choice. But particular my main Facebook account and my second (backup) account doesn't appear to have "Public" option... Can anyone help me so that I can change it to "Public"?
