Should I tell him to back off?

My friend is having a boy problem, she has a boyfriend but this other really weird kid likes her. He always touches her hair and is really weird and she wants him to back off because she doesn't like him. He told her on Facebook that he liked her, she said she doesn't like him that way. Her profile picture is of her and her boyfriend too!!!!!! Why can't he get a clue? She is really tired of him and he's really nosy. I have a math class with him and we sit pretty close, should i say something to him? If so what should I say? I want him to back off her, but I don't want to break the kids heart......too badly........ So what should I say to him?
