Facebook privacy doesnt work?

my facebook privacy doesnt work? and im very sure im doing it right. I want to allow people to send me msgs n see my friends list even though we arent friends. BUT it doesnt work.. can seomone tell me if i can refresh my fb settings or something along the lines of fixing this? thank you!

try signing off facebook and then back on. Also try only changing one setting at a time.

Maybe you have to try it again or try to log out the sign in back.
