Why can't I add friends to my new FaceBook page?

I had to create a new FaceBook page because for some reason, I can not send messages to anyone, nor can I add anyone. I tried to add a friend of mine to my page. The "Add Friend" and "Send Message" buttons show up, but it will not allow me to add them or send a message to them. I created a new page to fix this, and went back to their page, but the buttons did not show up. I verified my page via my cell phone, but that still didn't work. How can I fix this?
