My crush and I can't date, What do you think of this?

Im 16 and my crush is 14. We talked since April and had our first kiss in July. We kissed a total of 8 times. Ive known her for a number of years but started liking her since then. We do all the cute stuff like those couples in music videos. We write poems to each other, write letters, we hold hands when we ice skate, cuddle at the movie theaters, and buy each other gifts. She gets me as many gifts as she can get me. I would randomly get a pen from a different country that her mom went to, I got a gym bag, they get me gifts from catalogs, her mom took us out to dinner with some of my crush's friends, I bought her a diamond necklace, and I won her several gifts including a large purple dragon at an amusement park. She keeps them all in her room.
The PROBLEM: We cant date. Her family is strictly against it and shes all for being friends before dating. Even her best friend agrees with it. Thats why when ever we hang out she has to bring one of her friends. But thats not what drove me insane. She thought that because Im a young teenage boy, I want to experience all those things like, sex, partying, and doing a whole bunch of stuff with different girls before I stay committed to one. But she is all I want. She still thinks I SHOULD go and "enjoy being young". I respect that but it's just not me. I love her and only her. I was her first kiss also.She even admitted she would of course be hurt if I just stopped talking to her and probably be hurt for a long time. However she still feels like I will like another girl and she tells me to go ahead and date other girls and to let her be the one I run to in case my heart gets broken. At first I thought she was pushing me away but I still dont get it. She says she is very much capable of holding onto her feelings for me and she will always wait for me but I just want to be with her! I want NO ONE ELSE!! Her parents were the same. They were friends first around our age and started dating about 6-10 years later and are now married. Same goes for the couple that is in charge of my church teenage youth group. They met at 18/19. Started dating at 25. Then got married sometime later and have one son. Is that what my crush is trying to establish between us?

What puzzles me: Although she is ok with me dating other girls she still acts as if she never said that. By that I mean, she still calls me by my nickname, she still wears the necklace I bought her, she wears my favorite color. Today she dressed VERY SEXY. She had on leopard skin stockings, and this black shirt/ jacket (dont know the name but it went from her neck to the bottom of her butt and it was slightly tight. So she still tries to look attractive around me. She still textes me back hearts and kissy faces on facebook, and she is even saving up money for a christmas gift for me. She considers us best friends but in secret we do like each other. What do you think she is doing? Its like she is ok with me dating other girls, but secretly tries to hold on to me.
