Who decides that Facebook profile pictures should change for a month?

I see that several people have changed their profile pictures for "Pokemon Month" on Facebook. Who decides this and is there a list somewhere that says which month is for what?

Someone somewhere probably makes it up and just gets other people to listen to them. I don't think there's an official Facebook month list.
