Do you have to pay to create an Ad on Facebook?

Yes, you do. Because you are advertising your product on their site.
Its not too terribly expensive though. Just create a 'like' page, and once you do that, it will give you the option to create an ad, and what audiences or people you would like it to be geared towards. I forget exactly how much it was, but it will tell you!
