i'm not one of them people who is asking every person for a shoutout and stuff i just wanna beat my friend on it as it is a bit of a competition. Is there any websites that actually work to get followers ? or anyone got any other ideas ?

These aren't guaranteed ways, but I guess it can all help. You can tweet about a Trending Topic so everyone who clicks on it, can see your post. You can tweet randoms (not asking for them to follow, but just responding to their posts).
