how are facebook friends organized in the top box of the chat area?

I know that its mostly friends you communicate with most but some friends who i never chat with or communicate with at all appear on the top box. facebook says its not organized on how often a person views your profile, but is this entirely true?

It's completely random...the people that sometimes appear up there for me are people I haven't talked to in several months, and I know for a fact that they don't view my profile that often.
