How to network on twitter?

So I'm trying to network, get myself out there a bit, and twitter confuses the crap out of me. But I'm trying to work on some writing and music, and would like to get myself out there, get some responses from people, reactions and what not. What is the best way to gain followers on twitter? I don't have personal friends on there, because I feel like I can really open up how I want without, let's say, my Grandma (who is on my facebook) looking at everything.
