Any time you question an action, compare it to the person's "usual behavior." Personally, I rarely like photos of guys or start conversations unless I'm interested. But occasionally a funny one that catches my eye (or if the guy is a friend) will earn a like from me. If it was a webcam picture of just your face she MIGHT have taken an interest in you, though if she does it to many other people don't overanalyze it.
You also want to ask - what is she like in real life?

Best way to build confidence? Easy, just like anything else, start working on your skills.
